Tips for guiding when buy-in is low

An implementation team member I work with is struggling because the implementation site seems to have very limited buy-in for implementing the intervention. This lack of support is creating frustration and slowing down the process.

I find it challenging to determine how best to guide and motivate the person in this situation. How can I support her in dealing with low buy-in at implementation sites, while also helping them stay motivated and effective in their role?

I would be very interested to hear experiences, strategies, or practical advice from others who have dealt or are dealing with similar challenges.
